New elldata package 

Hello PARI-dev,

I have finally commited most of the elldata patch to PARI CVS
and put the elldata package on the PARI server, see
<http://pari.math.u-bordeaux.fr/download.html#packages>

The ellgens function is not available under GP yet because
we are unsure about the interface, but you can install it with
install("ellgens","G")

or you can just keep the src/functions/elliptic_curves/ellgens
of the previous patch.
