W3C recently seems to have had some success with this headache by
requiring for each of its public lists that a subscribed poster at
the time of his first post (after the new policy), which is returned
without distribution to the list, agrees to permanent public archiving

I can only speculate privately as to why this might be a deterrent.

I can't speak for anyone else, but I'm sure willing to have my privacy abused for the sake of security :-}.
